Consult the DMG pages 285-287 on Creating a Race 2. I would use 5.5 or 6 as the basic race feature power pool and deviate slightly from there. As bad as it sounds, each race is just a collection of numbers that have been assigned to specific things. The Aarakocra are a bird-like race resembling avians like eagles, vultures, and with this homebrew. As you can see, all races tend to be close to 5.5 or 6 points (average is 5.6 for all subraces and 5.9 for each race as a whole). If you want a strong, resilient, brutish build, start with an Orc. If you want a Dextrous build fast, light and agile, go with an Elf, for example.

Most will appear humanoid, and some will be stuffed animals. Some will by simple rag dolls, while others will be finely made dolls of gold, silk and porcelain. First things first, your best bet is to pick a race that has the same build that you want your homebrew race to be like. They can have differences as far and wide as the imagination will reach.
